Governor Amado T. Espino, Jr. (center of right photo) distributes scholarship checks worth P8,000 to each of the 100 incoming college freshmen  last June 6 at the Pangasinan Training and Development Center in Lingayen.  These poor but deserving students are among the top 100 (left photo) who passed the Provincial Scholarship Fund Board (PSFB) qualifying exam held last May 30.  The PSFB now supports a total of 1,650 college students.  Shown in right photo are (starting from left): Shaira Joyce Prado, exam topnotcher from Bugallon; Michael R. Dy, automatic qualifier for being the class valedictorian at Tayug National High School; Dr. Irmina Franciso, chief administrative officer and PSFB chairman and Marilou E.
