Lingayen- - -Pangasinan’s best culture and arts will again take center-stage as the province conducts the second edition of “Balitok A Tawir,” an inter-municipality/ city performing arts competition.
Ma. Luisa A. Elduayan, Tourism Divisions Officer, said that the festival which was launched by the present administration last year as one of the highlights of the tourism month celebration, aims to recapture, rediscover, promote and preserve the authentic culture and arts of Pangasinan and was established as the official and annual festival of the province’s local arts and culture.

Elduayan said that performers who are LGU-based workers will vie against each other in three respective categories that include chorale-singing, folk dance and zarzuela.
Entries and confirmation of participants must be submitted not later than October 12 at Special Events Office located in Malong Building within Capitol Complex here.
LGUs will be clustered into four competing areas which include Cluster I (Agno, Alaminos City, Anda, Bani, Bolinao, Burgos, Dasol, Infanta, Mabini, Sual, Labrador and Mangatarem); Cluster II (Aguilar, Binmaley,Bugallon, Lingayen, Sta. Barbara, Dagupan City, Manaoag, San Fabian, Binalonan, Laoac, Pozorrubio and Sison); Cluster III (Basista, Bayambang, Calasiao, Malasiqui, Mapandan, San Carlos City, Mangaldan, San Jacinto, Bautista, Urbiztondo, Sto. Tomas and Alcala); Cluster IV (Urdaneta City, Villasis, Asingan, Balungao, Natividad, Rosales, San Nicolas, San Quintin, Sta. Maria, Tayug, Umingan and San Manuel).
Participating LGUs shall be composed of 60% employees and 40% Department of Education employees regardless of status of employment or appointment.
Schedule of eliminations for the festival are as follows: November 13 (Elimination for Cluster I), November 14 (Cluster II), November 15 (Cluster III), November 16 (Cluster IV).
Grand Finals is slated on December 7 at the elegant Sison Auditorium and awarding of winners is set on LGU Night Annual Christmas Party.
