LINGAYEN ---- The Civil Service Commission (CSC) has revalidated the Level II Accredited Status of the provincial government of Pangasinan that gives extended authority to take final actions on the appointment of the permanent employees.
“This is a job well done for you as this marks another milestone in the history of Pangasinan to be vested with the full trust and confidence of the CSC,” Flordeliza C. Bugtong, Region I CSC Chief Personnel, said.
The extended authority was granted pursuant to CSC Resolution No. 1301386 and signed last July 2, 2013.
This came after the province’s Human Resource Management and Development Office (HRMDO) passed the terms and conditions of Level II Accreditation Status and “for having continuously complied with the requirements of Level II Accredited Status under the CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) which was granted to the province in year 2000.
As a result of the CSC’s human resource scanning conducted in May 2012, Bugtong said only 60 out of 103 agencies in Region I have passed the revalidation “This means that agencies that have not been revalidated, their functions to sign appointments would be assumed by the CSC.”
The PRIME-HRM inculcates excellence in the public service human resource management through a program of reward, recognition, empowerment and continuous development. Under this program, the Commission continues to qualify agencies in the performance of their human resource management functions and recognize best practices in the various areas of human resource management.
“As an accredited LGU, you will continue to enjoy the blanket authority to sign appointments, in accordance with the CSC rules and regulations,” the chief personnel specialist said as she expressed hope that Pangasinan would be elevated to Level III Accreditation Status which would give leeway to come up with its own HRM system, and be recognized nationwide as Seal Of Excellence in HRM.
In accepting the province’s certificate of Revalidated Level II Accredited Status, Provincial Administrator Rafael Howard F. Baraan expressed belief on the advocacy of Gov. Amado Espino, Jr. that the “workers in the government should be the best and even better than workers in the private sector.”
“Dapat ang benchmark ng excellence ng mga empleyado ay ang mga empleyado ng gobyerno,” he said adding that “we should not be serving because of the money but instead we must be driven to provide best government service to the people.”
“Kaya kami gumagawa ng mga programa ay dahil ang gusto namin na ang mga empleyado ng provincial government ng Pangasinan ay maging best employees ng ating bansa,” Baraan stressed.
HRMDO chief Janette C. Asis, who was cited as the best HRMO in Region I, said the province has set up different HR systems to attain quality service among provincial employees which is the main objective of good governance.
“Having a pool of skilled and competent employees, we would become partners in achieving the strategic development thrusts of the province,” she said.
Participating in the activity were the chiefs of hospitals, department heads, and administrative officers of the different offices who serve as the core persons in the recruitment and selection of qualified government workers.
