LINGAYEN-- Provincial Administrator Rafael Howard F. Baraan said that there is no turning back on the case seeking for the issuance of preliminary injunction and temporary restraining order (TRO) against Philippine National Police (PNP) Provincial Director Marlou Chan by Governor Amado T. Espino Jr.

He said, "From the very beginning, the appointment of Chan as provincial director is surrounded by questionable circumstances."

Baraan said that the provisions of the law shall be respected.

Filed on May 24, 2013, the case docketed as number 19270 claims that the appointment of Chan as full-pledged provincial director violated provisions of the PNP and the Omnibus Election Code.

The Provincial Administrator advised Chan that the best thing he could do is to talk to his superiors -- those who put him in his post -- to replace him.

Baraan will be presented as witness in the continuation of the hearing on June 27 at the Regional Trial Court Branch 69, Lingayen, Pangasinan under Acting Judge Caridad Villegas-Galvez.
