PhilHealth MOA Signing for Indigents.  PhilHealth President and CEO Dr. Eduardo P. Banzon (2^nd from left, standing, front row) and Pangasinan Governor Amado T. Espino, Jr. (center, standing, front row) seal the memorandum of agreement securing the health insurance of indigent families in the province last June 4 at the Urduja House, Capitol Compound in Lingayen.  From one-year enrolment, the present MOA extended its coverage to a two-year universal enrolment of all indigent families in Pangasinan.  Witnessing the MOA signing are (from left, front row) PhilHealth Area Vice President Daniel F. de Leon, Vice Gov.
