LINGAYEN--- A close political rival of slain Infanta Mayor Ruperto M. Martinez has been charged with murder after Richard M. Martinez and Marvin M. Martinez, the mayor’s sons filed a murder case against their father’s suspected killer.

Lawyer Florante A. Miano, the alleged mastermind of the Martinez killing is now facing murder raps filed against him by the Martinez’ brothers on February 25 at the Provincial Prosecution Office in Alaminos City.


It will be recalled that Mayor Martinez was murdered by unidentified gunmen on the afternoon of December 15, 2012 at his residence in Barangay Cato, Infanta, Pangasinan following a rally led by Miano in said town.

According to accounts of Richard and Marvin, Miano has threatened Mayor Martinez as he repeatedly shouted during the rally, “ISANG KASO LANG TAPOS NA! KESA MAGKASO…BILANG NA ANG ARAW MO…”

As alleged, during that ill-fated afternoon, in less than five-minutes after Mayor Martinez was killed, Infanta councilor Marle M. Mas saw Miano having a conversation with somebody over the phone.

The Martinez brothers claim that Miano has been sending death threats to the murdered mayor because as the family recounts, prior to the killing, the Mayor looked bothered as if in fear of something.
However, though the mayor did not reveal to them why he was so bothered, the late mayor told his family that if anything would happen to him “wala ng ibang gagawa kundi si Atty. Miano.”

Further, Richard and Marvin bared that on the eve of the incident on December 14, 2012, Mayor Martinez has confided to Councilor Rizalde Jimenez Bernal of Dasol who stands as one of the witnesses that Miano kept on sending threats to his life.

On the same date, Martinez has told another witness, Celestino D. Ginez, a barangay coordinator in Infanta that he is bothered about the information he received that his life is in danger.

A long time political rival, Miano has accused Martinez of corruption with the operation of a port by the International Global Mining Exchange, Inc. which according to Miano was built without consultation with the townspeople.

Aside from the verbal tirades, Miano who is running as vice-mayor in Infanta, even distributed leafletscontaining the propaganda.

Richard and Marvin Martinez said they are filing the charges to give justice to their father’s death and hold responsible the real culprits.

This is also to dispel the accusation that Gov. Amado T. Espino, Jr., Congressman Jesus “Boying” Celeste and Gov. Hermogenes Ebdane were the masterminds of the Martinez murder.

The brothers recall that a few days after their father’s death, they were invited at the office of Provincial Director Marlow Chan who advised them to go to the National Bureau of Investigation office in Manila to meet with a certain Roland S. Argabioso.

At NBI-Manila, Argabioso told Richard and Marvin that somebody has witnessed against Gov. Espino and Cong. Celeste to have masterminded the killing.

The NBI then asked the brothers to sign a complaint against Espino and Celeste but despite NBI’s insistence, the Martinez brothers did not give in to the NBI’s demand because there is no truth to the allegation.

The Martinez family said that the accusation hurled against Gov. Espino and Cong. Celeste is impossible because they are close allies of the slain mayor.” It was even Cong. Celeste who wrote the NBI-Dagupan to extend help to us,” they said. Instead, the brothers and two other witnessess pointed to Miano as the one to be put on investigation but according to the brothers, Argabioso ignored the two and told them to file the case even it is against their will.
